European Committee for the Prevention of Torture: publication of report concerning Spain

The CPT examined the treatment of persons detained by different Spanish law enforcement agencies in 2011, including detention centres for foreign nationals. The report criticises the prison-like atmosphere of those centres and the restrictive regimes in place. It also refers to several allegations of ill-treatment of foreign nationals detained in them, in particular by external intervention of the National Police. The CPT highlights several other allegations of serious ill-treatment in prisons and recommends that the legal safeguards surrounding incommunicado detention should be ensured effectively. It also addresses issues of overcrowding and the use of restraint measures in prisons and stresses the importance of prompt and thorough investigations into ill-treatment allegations in all kinds of detention facilities.
