Human Rights Council: Resolution on the rehabilitation of victims of torture

The United Nations Human Rights Council adopted during its 22nd session its first resolution dealing with redress and rehabilitation of victims of torture. The resolution reminds states of their international obligations with respect to the prohibition of torture. These include the provision of redress to victims, among others in the form of rehabilitation. According to the resolution, rehabilitation should enable victims of torture to “regain and maintain maximum independence, full physical, mental, social and vocational ability, and full inclusion and participation in all aspects of life”. Therefore, rehabilitation services should be holistic and enable the restoration or acquisition of skills required by the changed circumstances of victims of torture. States should ensure that appropriate rehabilitation is promptly available to all victims without discrimination, be provided by the public health system, private rehabilitation facilities or by civil society organisations. They should also consider extending this assistance to immediate family or dependents of victims of torture and establish, maintain and support rehabilitation facilities.
