Communicated cases against Italy (Application No. 37442/19) and Norway Application No. 51860/19

• Umoru v Italy (Application No. 37442/19): The case concerns a Nigerian national who arrived in Italy after obtaining a visa for family reunification. He was placed in foster care and later received mental health support for pathological personality traits and psychopathologic vulnerability. The applicant was convicted for various criminal charges including theft and destruction of property. He was later convicted of attempting to produce explosive substances and an order for his expulsion was subsequently issued in July 2019. He complains that his expulsion would amount to a disproportionate interference with his private and family life and would compromise his mental health which he has received support for since he was a child.
   
• F.K v Norway (Application No. 51860/19): The applicant is a Turkish national residing in Tukey and is married to a Norwegian woman. A care order was implemented for their child in 2014, at which point the applicant was banned from entering Norway. In 2017, he initiated proceedings for reconsideration of his contact rights with his child, and made an application for family reunification in Norway in 2019. He complains that Norway’s decision to refuse him contact with his child by electronic communication devices while barred from entering the country violated his right to private and family life under Article 8 ECHR.
